After I hit the city with a 25% tax rate in 2064 to slow incoming cims, and even forcing a few out because of the rate, my death waves have decreased to around 5k per wave as opposed to around 30k for the last wave prior to making changes to the taxes. This seems to work if you want to get your death waves under control.

It does this on pretty much everything, but definitely roads, buildings, props and trees. It is just the shadows flickering not the textures.
